Looking at the golf course, I can't see any fencing around it, just a thick wall of shrubs. If the Secret Service really did just happen upon the shooter as he pushed through the shrub than it's just dumb luck that he popped out near the agents and wasn't able to get clear shot on Trump from across the course.
