I think it's some crazy high number of cases that end in a plea bargain, somewhere north of 90%. Even higher in fed. Court is expensive and takes forever and usually the state would rather get it over with via having the defendant plea, and most defendants are only getting charged because the state is really sure they can prove their case. Knowing they're not going to win if it goes to trial, most are convinced to take a plea by their defense, and most defense attorney work as a whole is negotiating favorable deals as opposed to defense at trial.

I've seen it argued that this system where reduced plea sentences are the "real" intended sentence leads to sentencing slowly shifting higher and higher, but I haven't looked at that in a while.

I'd say both actually. He believes in a completely racist narrative about "black people" and embraces every stereotype imaginable about them. But unlike the usual racist, he doesn't hate them for it.
