After reading the article, what seems most likely is that they set a trigger for the start of the school year as a marketing gimmick.

That feature would actually be useful but, with how things currently are, it just takes one journalist or low IQ person to ruin it for everyone else. The bug causing this is pretty interesting and anyone who's had issues with the service can see how it could happen.
