I think it is most likely just her wanting to move on, 3 to 4 years is a pretty common time for people to leave a job, and its not like we expected her to stream forever.

Identities of Holo Talent is the best kept secret in vtubing.
By which I mean, everyone knew what they look like.
It’s one of the most insufferable things about the fans. They will constantly bring up past lives or real lives only to in the next breath say no one should talk about them or can know for privacy reasons.
She’s a streamer. She’s likely just going to get a new model and continue without having to deal with a lot of the stuff she does now.

I'll be rather blunt, the writing has been on the wall for sometime at Hololive and reality needs to set in for some.
This past year, many within Hololive have alluded to the "companies vision" for the future; some calling it a shift in culture. Aqua's departure was a great example of this talking point in this very thread. Hololive themselves have been pushing for more interactive experiences and concerts; the Dodgers game and NY show a few weeks back. You ain't gotta be no scientist to put the two together and see that Ame likely wasn't going to be able to achieve such goals when a single slice of bread makes her bed bound for a month.
Talent's streaming was once at the forefront of Hololive's business model, however now it's merely the sideshow to the actual monetary goal. Meanwhile you merely need to look over at Twitch, Kick and other indies on YouTube to see that such a medium is still healthy and viable as a means of creation. For those who want to sing and dance, Hololive will continue to develop talents like that. You want to stream? Indie it is.

Her channel is still pretty big as she averages ~2k viewers but it's been trending down towards the sub 2k avg viewers range, which is still super good. Despite her shitty actions, she'll maintain a solid viewership because she does lewd shit and supports troon shit, so troons and gooners will watch her. It's mainly an ego thing because she gets a lot of hate online for being a piece of shit. Her mom goes on twitter to defend her when people rag on her for being a bitch.

The mandate of a Japanese idol is something we don't really see in the west so for a person to not only endure the crazy stans, the work regimen, all while trying to put a unique spin on it is something that was eventually going to cause massive burnout.
I seen some memberships here and there to know that she likely isn't the only one who feel this way so I am just bracing myself now that the tooth has metaphorically been removed.

The graduation notice is very confusing. From what i've been able to translate from the JP version this is my understanding of it.
Amelia watson the character is stopping her streaming activities, including merch, concerts and everything else that goes along with that etc. Its like a soft graduation(IDK this is a really fucked statement)
Shes being kept on as a somewhat affiliate not staff but who knows what exactly. The way ive interpreted it is that she's stopped streaming under the hololive brand as Amelia but is free to pursue other opportunities. She may have the option to return for big events or projects and she might have a hand in some production stuff. Its really weirdly worded. IDK if it means that she has the option to return at some point or has some sort of future role in developing EN. From the looks of it she might even show up in some events and stuff as a freelance?. Very confusing.
This is really uncharted territory and we'll just have to see what happens. She did drop a fuckton of money on a studio setup recently so IDK whats going on.
