E621 admin was vague and the PCI angle is the obvious speculation, but I believe "governments" and "the political climate" were mentioned as well.And if they don't target FA itself, they just need to put pressure on any of their partners, if they have any. E621 cracked down on content it previously allowed because payment processors went around them to target their parent company instead.
E6 is already blocked in some countries, and the reason could have been something as obtuse as Bad Dragon or some other entity being able to export or the legality of an international "business partner" working with varka's gaping asshole. As I said, this is all speculation but international pressure is a very real concern for a website with an international userbase.
It's obviously the PCI, but discounting that it's international is dangerous.
