Flair is one of the worst, a whale you could say, although it appears that their known socials have disappeared. Here's hoping the disgusting animal locked away somewhere to rot. It was assumed/rumored that they lived in Serbia and, if true, they were/are mostly free to do what they want due to the fact that the government does not normally cooperate with international law enforcement agencies.
Anyway, the only social I see that is still active is their

Flare was a regular in most of the com channels (including Kyle Spitze's 'slitbunniez' channel) until they all started their "we don't allow CP in here" and faux pedo-hunting bullshit post media exposure in March 2024. After the NLM twitter account was banned, they (flare) stated that they would be running it from their own personal twitter account but that didn't seem to go anywhere other than them making a few shitposts.
From time to time, the twitter account would advertise his 'friendly' discord servers however, knowing the nature of these servers and the likelihood that I would be seeing CSAM, I never joined any to investigate further. However, through other methods I was able to obtain some information, including a screenshot from a 'show' that was ongoing at the time (I have censored my source as well as the victim.)
They were at one time not long ago advertising a channel with another telegram user which payed underage participants for cam shows. I have that data somewhere as well and I'll update once I locate it. It was a paid telegram advertisement that would broadcast to certain com channels throughout the day. It is assumed, because this person is human trash, that the shows would then be recorded and sold to others.
Edit: One other potential piece of info I found was that they may have had a info stealer on their PC at one time which reported their IP as being 128.28.x.x which would potentially place their location in Singapore. However, this isn't fully conclusive.

IIRC /court and /pretty were both official Doxbin servers, kt and brenton (the creators of the modern Doxbin) hung around there a lot
Despite this kt never spoke on voice chat, he only used notepad as a form of communication on Discord

The maximum you can do (As far as I'm aware) is just report it to them to known agencies like the
FBI, however, this isn't always effective, for example, more than a year ago Yuri (who's mentioned in the OP) was doxxed by the current owners of the Doxbin and (at least according to them) was reported to the police, unfortunately, nothing has come out of it
Reporting them is good, however very little can be done until victims come forward which is the catch 22 here. Doxes are quite frequently spoofed to mislead people and some of the bigger names have been known to run multiple fake accounts that use similar names to their own to mislead others. It makes for a very messy situation when reporting them.
I personally planned the last section to talk about "Anti Extortion" Groups that try to combat these criminals, since they're currently a new trendy thing that everyone in the com is doing, but I think I'll still add the info on how to report these people just so people who want to help know how to
A word of advice on these supposed anti-extortion groups have been known to extort the extorters and hide information that they have which could be detrimental to victims for the right price. Thus, don't put too much faith in these groups, they can be bad actors as well. Some of them also use CSAM as bait to catch potential victims so, they're actually no better than the people they're trying to expose.
