Like @Surfin Terf said, the two things aren't as contradictory as they seem. Part of the reason Israel shit the bed so hard last year was precisely because it had become policy to focus on and pour a lot of intelligence resources into the north, while Hamas just wasn't seen as much of a threat anymore. Part of what we see now is ironically the result of focusing on the "wrong" enemies for a few years. Plus I assume the agencies involved have received a fuckload of extra resources and more green lights to be proactive with enemies since Oct 7 happened.
A great many Iranians fucking hate their government, and religious practice in general has collapsed there, particularly among the young. It's an extremely religious-looking place from the outside, but a very large proportion of the population is only nominally Muslim and hates the retards in power.
I'm confused by your second question because most Iranians are not Arabs and speak an indo-european language (Farsi).

Iranian government is not very popular, there were uprisings a few years ago if you remember.
So there's probably a good quarter a third of the country that will cheer any failing by the IRGC.
Even the people who support the Islamic revolution, they are Persian and Palestinians are Arabs. Iran's economy is in the shitter, the country is crumbling, but the PTB are spending all this money, time, and energy propping up these incompetent terrorists to fight the Jew who is too distant to be of any concern to the average Iranian. They would rather that funding for Palestinian Arabs be used to make things better in Iran, or at least helping them be ready to resist the great satan, instead of mildly inconveniencing the eternal jew.
