That was because we were very skeptical about the Akron PD actually going through with their threat/bluff, that even if Chance waves his dick around and spread his ass cheeks again, the Akron PD will most likely do nothing about it or just try to bluff him again with the same warning, which was exactly what happened. It wasn't Marty saying "Don't report him", it was Marty saying "It probably won't matter that you report him".
