My two cents: I think close friends that like hugging their friends will say yes to cudding (again depends on the person alot). Romance is subjective so I don't think everyone sees cuddling as romantic and/or sexual. (EG. Those family memebers that like cuddling their children or something). HOWEVER. Birdie also supposedly agreeing to not only cuddling in underwear(?) and also letting Synni do kinky shit with her (like the face sitting and ass slapping or whatever the hell that was) extends far beyond what I could defend to be "close friends".
