That's an interesting dichotomy. My take on Cruz had always been that he just rides the wake of the most dominant opinion at the time. In 2016 it seemed like the neocon's turn, so he tried to carve out his neocon niche. Then during Trump's term he saw MAGA gaining traction and decided to go hard for it in the senate. Then Jan 6 happened and the loudest voices in the room were calling it an attack on democracy, so he called it a terrorist action. Then it was clear that Trump was gaining steam for the 2024 election so he became Senator MAGA again.
That said, I think either theory could be likely. I admittedly haven't paid close attention to him, so that's just a chronicling of how I remember his timeline goes.

The Trump campaign and the Party are awkshoolly working hard chasing ballots instead of assuming people will just show up because Trump said to on TV like they did in 2020 (they did show up, but more would have with a serious operashun like they're doing this time)

Nool, who I love dearly and who searches his own username multiple times a day on Kiwifarms, could have been the CTO of a successful silicon valley company, and instead chose to live in some shithole somewhere in Europe, with zero career or love opportunities, running a board full of people he openly despises. I think the best outcome is being a little worried and concerned he might lose to make sure you turn up to vote and you try to make sure a few people you know don't forget to go vote either.
