I don't think that's how informants work (the idea of them being setup).

Typically what's happened over the years in right wing groups is you have this culture of collecting dirt on your colleagues or enemies within the right wing space. That way if they went against you, you could turn around and sell info to the feds or police. Which could mean a nice payday while taking out competition. It's all entirely voluntary and they have to go out of their way to really screw over people on their own 'side'.
