Proto-woke or not, there has been a clear work-ethic degradation, tribalisme/IDpols that has taken priorities over quality. DAO was not like this for a large part of the game.
Sten is a typical exemple of extrem pragmatisme and stoic ideology with a big dose of essentialisme, things we will not see anymore in the franchise. The Carta chief was just portrayed as an ruthless crimelord. Bianca was powerful but also absolutely mad with power. Morrigan is honestly a power-hungry savage with dangerous spells but at least you can tell her to shove it up her ass. Wynn was a kind Andrastian, wise and had magic to back her words at the very least but not too preachy and belligerant. Anora had the wits to use the warden in order to regain a bit of freedom, weak physicaly but better at politics. The entire dwarven political arena was mainly driven by two ruthless and competent men.
Is it unrealistic to have so many women in power everywhere ? Sure, this is an unrealistic fantasy trope. But that is probably an already old trope as you can absolutly go back nearly a century for such things. Robert E.Howard's Conan adventures have the same type of out-of-the-norm women, albeit far more reasonable and in far more reasonnable numbers. Howard's strong women were more humans, more realistic and not ideologie-driven, acting out-of-their time, badly written stereotypes for a crowd of tribalist retards like Inquisition or Veilguard's characters are.
I would say the true rot started later. I do not know for DA2 but I am sure Inqusition fits better as an atrocious middle-ground aiding the rot to set in.

Bêlit as the captain of a famous pirate ship with whom Conan have an relationship while being his superior. Valyria of the Red Brotherhood whom Conan, a beast of a man and exceptionnal in nearly all domain, would not dares to touch without the fear of loosing a finger. The queen of Vendhya, a fragil women, finaly steeling herself at the end of her misfortunes, reject Conan's offer of being a queen at his side and go back to do her duty to her people and her kingdom. The witch in Hour of the Witch, a vilain in itself, do not behave like the retarded eternal feminist victime, she uses her charm and her magic to fulfil her purpose as a badguy. All strong women but just not retarded.
