Police training is not even close to adequate when it comes to dealing with people like him. It's full of fabricated doctrine that changes and evolves without being challenged or tested in the real world. So the moment someone who's not a barely conscious crackhead starts blasting, all of it goes out the window. Just like most martial arts.
One thing I learned from this thread is that the gore effects from low-budget 80s splatter films were way more accurate than I ever used to believe. People's bodies can just chunk when exposed to the right forces.

No. SWAT exists for gang bangers. When was the last time you saw an arrest warrant conducted at an armed, violent gang banger that didn't involve the SWAT team? They don't have a counter to these people.
It isn't a matter of competence. It's about training and mission focus. SWAT teams in large cities are usually extremely well-trained and experienced at being tactical response units. It's a highly specialized job. Uniformed street cops, on the other hand, are trained as generalists, handling anything from speeders to gangbangers to domestic disputes. I've no doubt most/all street cops shot in Dallas that day were competent enough. It's just that what they were facing was outside their training and experience.
I disagree, there has many been many a shooting in Texas with competent gunmen, the SWAT handled it just fine, as the poster said below, it's about training, and I feel SWAT is best suited for these types.
While it's true we have a full time swat, they aren't all we have.

Wow. That camera's got really good zoom. I was thinking "You idiot! Why are you standing that close!" but then that zoom out. Call me a scaredy cat or whatever, but I would've gotten as far away from that as possible and I think those people outside the building were not far away enough. I'll never understand the rubbernecking urge to an actively dangerous situation.
