They missed their chance doing Sky Troops level. Westoplis was also such an obvious choice (one could argue Westoplis was part of the game in all the stage warping going on but it deserved its own level) yet both got ignored for more forces and frontier shilling
If I were doing Shadow Gens and had unlimited budget I would've had the order be:
- Space Colony ARK as the introduction like before
- Then Radical Highway (Classic)/Rail Canyon both unlock
- Biolizard boss unlocked after doing those two like before
- Kingdom Valley/Cool Edge/Sunset Heights then get unlocked
- Metal Overlord
- Titanic Monarch/Digital Circuit/Radical Train
- Playable Sonic boss
- Glyphic Canyon (or
Bingo Highway)/Chaos Island/Aquatic Base
- Mephiles
- White Jungle/Final Egg
- Infinite
- Radical Highway (reprise) like in the main game
- Then the final boss
Sky Troops would've been neat, but I wonder if Westopolis, Sky Rail and Sky Troops weren't included because they felt with Radical Highway and Rail Canyon they already had "air" and "city" levels. However I still think that there's some obvious omissions that should've been in the game and I'll explain my reasoning:
- the original version of Radical Highway needs to be in there as a proper mission because it's essentially Shadow's Green Hill, plus Generations showed the SA2 level design works just fine with the boost gameplay
- Cool Edge I think varies the color palette and despite not being a Shadow level there's potential to set a speed stage in the night version and include a remix of that music track, which wasnt done in the original due to the Werehog
- Titanic Monarch I think also fits because it's one of the more atmospheric classic stages and would fit in with the tone of the rest of the Shadow stages
- Digital Highway is Shadow's best stage and one of the most interesting Sonic levels in the franchise visually, I dont think i need to explain that pick
-Glyphic canyon or Bingo highway i think shouldve been in the game to have more unique settings with cool visuals
- Radical Train and Aquatic Base should've been there because the 06 levels when remade are somehow always bangers, and Radical Train had the potential of letting you shase the train on the bike and maybe going into a portal and chasing it through Westopolis as it crashes thru buildings. Aquatic Base is just an interesting level and would build up well for the Mephiles boss later
- the Sonic Boss ofc. should've been playable
- White Forest and Final Egg I think should've been shoe-ins, White Forest is pivotal to Shadow's character and Final Egg could in the halfway point merge with Sky Troops and then maybe have him fight the Egg Emperor in a QTE or something
- INfinite shouldve had a boss fight where you slap him down for being an incel doofus
