It is something he's mentioned in the past, and it's definitely possible that things were very tight when he was a kid. His mum's lifestyle now isn't necessarily a good indication of how things were when she was a newly single mother raising her kids alone. If that's the case, thought, then it only makes Jake's mooching and lack of motivation to provide for himself even worse.

He might be telling the truth. His mother was 19 when she gave birth to him, so it's very likely that she didn't have the money to both feed/clothe him and give him the latest and greatest in toys and games when he was younger.

Yep. The family has lived in the area for several generations, too, so it's likely that at the time they settled there it was a combination of average working people who lived there year round and wealthier people who holidayed there and perhaps eventually retired there.
No matter what hardships Jake may have faced in childhood, though, he has chosen to stay in that area and continue depending on his mother for the 17 years since becoming an adult. If his mother became unable to work tomorrow, he would be totally screwed. He seems to expect her to pay his way until her dying day (and probably beyond).
