cheap labor only goes so far
for productive and profitable industry you need a lot of other things in place too. capital, highly educated employees for organisational and technical positions, functional infrastructure, appropriate legal and political environment (reliable courts and law enforcement, low corruption)
usually countries with dirt cheap labor don't have those other things. if they did, labor wouldn't remain cheap for very long.
