The prosecutor is the only person who can charge someone with a crime in Illinois, and "pressing charges" is not a thing. Private prosecutions resulting in anything more than a fine are only legal in New Jersey and Rhode Island. (also in PA with state approval)

What she can do is try to ask the prosecutor to charge him.
