Can someone give me a TLDR on what the whole “recess appointments” thing is? The gist I get is that it’s some way of bypassing the usual Senate confirmation, but if this was a possibility then why doesn’t every President ram through their Cabinet picks this way?

She could be pretty White. Her dad is White of Polish (and a bit of German and Italian) descent and her mum is latino but might be only half non-White or less as I can only find out that Rachel's maternal grandmother is from Colombia (and emigrated the the USA as Rachel's mother was born in the USA in New Jersey) but I don't know where her maternal grandfather is from or what race either are.

It's low-key one of the 6 most powerful Departments of the federal government (Defense, State, Treasury, HHS, Justice, Homeland Security, the order of which is most powerful depends on who you ask)
IJS can be gotten rid of and replaced with a CIGNA HMO and the primary and urgent care clinics CIGNA can be forced into running them with a gun pointed at their heads. You try to close a clinic, we shoot you and your dog and your wife gets everything.

That's all IJS does anyway.

Because recess appointments expire at the end of the next session of Congress. Appointments confirmed by the Senate don't

A session of Congress is usually one year, but technically the House and Senate can determine on their own when a session ends. If Trump goes recess appointments the Senate could, if it wanted, reconvene the next day, declare the current session over, and the appointments would end immediately. That would be incredibly petty and probably cause a constitutional crisis but it could if it wanted to

For vacant positions, the President has the ability to appoint temporary recess appointments to those positions when the Senate is in recess and can not vote, as historically the Senate would go on long recesses and thus unavailable for confirmation. Eventually, the Senate realized that if they were never technically on recess, they could block any presidential recess appointments, and the method they do this by is to hold a pro-forma session every 4 days, as being absent for 4 days causes the Senate to be considered in recess. The pro-forma session is one senator basically spending 10 minutes says there is a session, and it works because while the Senate requires a quorum (at least 51 senators), the Senate is assumed to have a quorum unless a roll-call is presented.

Basically while the Senate is on holiday the President can ram through whoever he wants for his cabinet and the Senate more-or-less rubber stamps them when they come back
why doesn’t every President ram through their Cabinet picks this way?
Cocaine refused to officially declare a recess when he was Majority Leader to prevent Trump from getting whoever he wanted in cabinet
 
There's like a 5% chance RFK Jr. will actually be confirmed as HHS Secretary. His policy ideas and beliefs are way too out there, even for the most sympathetic of GOP senators. Also, it's likely that big Sugar and other food companies will either lobby to get him out of there, or force Trump to constrain RFK Jr when it comes to eliminating chemicals and sugar in foods. And that isn't even to mention big Pharma.

Because there is a trick they can do to make sure the senate never goes into recess. Procedural bullshit at its finest.

McConnell did it to Trump to keep him under control, and the Dem's have had control of the Senate for all of Bidens term so no reason to do it to him.

As it is currently organized, he will oversee the FDA, the CDC, and the NIH. I'm sure they'll find some way for him to oversee the USDA too.

Notice the difference in the language. He's not saying there's a chance RFK Jr. and Tulsi won't be in those positions—he's saying they WILL and you have to deal with it.

I'm guessing he'll be trying to push hard for Gaetz, too, but I still believe Paxton is his plan B.

Dorito's entire salt purchases for the year are dwarfed by what has just been unleashed. The USA's new health tzar is a man who distrusts Covid vaccines and who when he sees a dead bear by the side of the road decides to eat it.

How? How can this be? I'm crying with sheer joy here. This is the best Christmas present I could ask for. Thank you President Trump. Thank you! God bless RFKjr and all who sail in him!
