Sadly, this is pretty typcial for animal abuse cases.
There was one ages ago here (not a PL as this is common) where a lady was hoarding horses in the guise of a rescue. She was letting them starve in a field and only feeding one or two as i recall. Well, she got a fine and told she can't have animals anymore.
Cue a few years later and she started another "horse rescue" near a town i was working in, as she used to buy a tiny amount of feed once a week for her 40+ rescues. She was caught and again, slap on the wrist and animals taken.
Last i heard she was buying horses again.

Having worked for a few I can tell you that this is a common problem for all kinds of charities and non profits. Say you have a charity for battered women, it will always attract one or two men who secretly like to abuse women. For orphanage and children's charities its pedos and as you said many horse rescues are not real horse rescues. I am not saying that charities and non profits are the problem but they have big occupational hazards that most people are either ignorant of or choose to ignore.

Anyway, my point being is that we do need to see some kind of vigilante lynch group that deals with these monsters in a permanent fashion, if the government is not going to do anything then it becomes a citizens duty to protect their fellows. I predict that as society gets worse over the rest of this decade and the demons become more numerous, so too will the unhinged characters that will make it their duty to snuff them out. I hope they remember to double tap, sometimes one isn't enough.

Sadly, this is pretty typcial for animal abuse cases.

Some of the most enraging and badly prosecuted cases I have seen are the UK paedophile cases involing female teachers and male students, and animal abuse cases. It's just egregious and vile how lightly they are taken. So many of these people don't even end up with prison sentences, let alone short ones. These kinds of things are borderline regular occurrences at this point.
