The interesting tidbits of TL;DR here are the following:

• Cock.li has always used M247 in Romania under FlokiNET, and directly under M247's ASN in their Serbian location, and according to previously shared information, he has either worked for a local datacenter in Romania, or for M247 directly -- at some point, or another.
• In any case, Cock.li's backend is or rather was in Romania and it's interesting that the UPS "failure" (right? lol) happened to be in Romania on FlokiNET's M247 infrastructure related to Cock.li itself, while not affecting Cockbox.org customers (or OvO.sc itself, either)
• Other used hosts in the situation: MivoCloud SRL (Romania and Moldova), Njal.la (Sweden), FranTech (United States) either for DNS purposes, or other things in general.

M247 is a pretty big and reputable player both in the connectivity and datacenter business, and it was quite strange that he was foolish enough to use them both in their Romanian and Serbian datacenter. Servers relating to Cock.li are down in both physical locations. Either due to Gex himself shutting everything down, or due to a MLAT.

Was there any need for Cock.li to even use datacenters in Romania and Serbia? No, none whatsoever.

Lawless shitholes susceptible to any and all sorts of corruption, and zero chances of getting yourself out of whatever trouble you got yourself into, even if everything is encrypted. Especially in a situation like this... you're so much safer in a "normal" country with a datacenter through a B2B relationship, and proper moderation.

Only a through autist would believe that their infrastructure would be so much safer in Romania and Serbia, and not in a country like Switzerland.

The following is only speculation, and should not be taken as facts:

• It is entirely plausible that the host Gex is referring to is none other than FlokiNET (of the Cinipac fame) themselves, whose infrastructure he has used and continues to use (Cockbox.org customers appear to be unaffected, so he either has no control of any kind over that part of the infrastructure, or they have taken control over it. But, it's a fact that FlokiNET willingly cooperate with LE.
• If it's not FlokiNET, then it could be MivoCloud, because they also work with LE.

Just use mailinator as your verification email (you don't need to keep it connected as an actual recovery email) and you're good to go. I have six gorillion proton accounts on my name, zero problems.

According to the (currently only) NS host:

The process has been started to quickly add more nameservers, unfortunately a number of hosting companies housing our DNS have disappeared recently due to more-suspicious-than-usual circumstances.

We recently had to fly someone to another country and hire a private investigator to track down a disappeared host who refused to allow us any access to our disks while he had them plugged into his computers to try to crack into them.

So, while it may just look like the site has been down all day, please spread the word that we're working on a bit more than just an NS record.

That may be true if you are running anything entirely normal and unoffensive. For websites like Kiwi Farms and cock.li, the lawlessness in shithole countries may be the only way to host at all. I don't know know if that was the reason for cock.li, but it certainly was/is for KF.

Interesting information about who may be their host, though. I hope they get named & shamed if true.

In theory it's great that Trump wants to restore free speech and such, but unfortunately it's for the wrong reasons. Ultimately he's a business man, and there's not much business in protecting foreign anonymous email hosts that are abused by a few bad actors.
