The concept art isn't that bad, really, considering the rest of the game's aesthetics. But it fits xir personality even less that the final model does. Even if the design has whiffs of girlboss energy and still goes against what the rest of the franchise has stablished about the Qunari, it looks like a non-nonse, confident if maybe a bit arrogant character, unlike the groveling, passive-aggressive on-the-spectrum baby she is in the finished product.
I'd bet good money she was initially designed as a T&H bisexual female "girl gets it done" character at first which would fit better with the trends popular at the start of development and then changed into a hecking enby in one of the multiple rewrites the game went on later down the line when cis women lost their appeal. Probably very close to the date Trick Weekes got the genders too. At that point it was too late to make drastic changes to the designs or the models, so that's why Xher looks so... off.
