The only problem with this it that pure helium is actually harder to get and quite a bit more expensive than it used to be. You're better off using nitrogen. Easy to get, cheap. Or if you are really invested in using a noble gas, Argon is a good choice. Easily displaces air given it's weight, sinks instead of rises so does not escape containment as easily. Not a danger to anyone else if it is still running when they find your body because of its sinking property. However it is not cheap. But it is also not difficult to get since it is used in diving.
If they brew their own 'shine, manufacturer is just selling precursors, which isn't illegal. Selling meds is
Selling precursors with the intent they be used in humans is very illegal. That's why all the "research chemical" places say "not for human consumption or experimentation" 3 times on every page.
