This is also somewhat incorrect. All they need to prove for the neglect charge is the presence of guns/drugs and children, but the test results are at least of evidentiary value toward proving those two things.

Evidentiary relevance is whether a piece of evidence makes a material fact at issue more or less likely.

So they don't strictly speaking need the test results (and in fact filed the charges before even having them), but they're useful to showing that not only were there drugs in the house, but it appears one of the children actually WAS exposed to those very drugs. It renders any of Nick's bogus cries of innocence increasingly implausible.
