UAF militants relentlessly shelled major cities in the "rebel" areas, at least until the UAF militants were driven out of Avdeevka some time ago. Tens of thousands of dead in their violence. Russia didn't act in a vacuum in February 2022. Considering Putin's reluctance to escalate the conflict (especially in 2022), it's pretty clear to me that the West are the main instigators and have a lot of blood on their hands.
