He can apply for an embassy visa. That doesn't mean he'll be approved. Just like in the US, most shaky embassy visa applications to Canada will be denied for risk of overstay.

No she doesn't. Look at any video from 3+ years ago. Her teeth are perfectly fine, even the one that's half broken off now. Wearing a CPAP for an extended amount of time can cause narrowing of the palate (and you can look that up). That and her lack of dental hygiene are to blame.
