There are two major reasons to use tariffs, protectionist (which is Trump's primary focus), and putative (the secondary focus).

First, in a simple tl;dr, nations necessitate some degree of economic independence in order to assert not only policy over foreign interests, but a robust and relatively self sufficient/self controlled economy. Additionally, you need workers, full stop, service industries can't support a population of considerable size, and due to the bell curve there is an upper limit on highly educated workforces.

Secondly, punishing people who are NOT economically independent and who piss you off, IE China and Europe, both of whom have decided to fuck over the US several times without any serious repercussion. This is especially true for China, who is our *global adversary* and is actively making threats against not just US interests, but the actual government, military, and ACTIVELY harassing and kidnapping under fake pretense people within our borders, including our citizens, for exercising their God given rights.
You do not trade easily with your enemy, even if they are an economy of convenience. Additionally, we should not suck up to fucking slave labor, that is inherently against our principles and something we should actively fight against not as merely the world power, but as people. What is the point of being the greatest country in human history if we do not act like it when there's a couple of dollars on the line? Dollars that can be made up for in the markets simply by buying from Mexico or from NOT taxing our own economy into the dirt?

Tariffs work, provided you know what you want to achieve. A strong global economy? Mayhaps not. A strong National economy? Absolutely yes.

Tesla has 121,000 employees (peaked at 140k before layoffs) but only ~1400 of them are on H-1B visas.
