(CBS) — Four people are in custody after a live-streamed video of a duct-taped man appearing to be tortured.

Police say the man victimized in the broadcast is a special-needs person who had been reported missing from a suburb.

In the video, believed to be from Tuesday, the victim’s clothes were cut, he was peppered with cigarette ashes, and then his hair cut with a knife until his scalp bled. Several people can be seen laughing and eating as the attack is going on.

“It’s sickening,” Chicago Police Supt. Eddie Johnson told reporters Wednesday evening at a news conference. “It’s makes you wonder what would make individuals treat somebody like that. I’ve been a cop for 28 years, and I’ve seen things that you shouldn’t see in a lifetime, but it still amazes me how you still see things that you just shouldn’t.

“I’m not going to say it shocked me, but it was sickening.”

The incident took place Tuesday in an apartment on the 3400 block of West Lexington on Chicago’s West Side, police said. Officers found the victim wandering the neighborhood in an obvious state of trauma, and it was later that authorities drew the connection with the disturbing Facebook video.

“You hear the narrative that police are backing down and not doing their jobs. This is a perfect example of them doing their jobs,” Johnson said.

Four people — two adult males and two adult females — are now in custody, and criminal charges are expected. Three are from Chicago, and a fourth was from northwest suburban Carpentersville.

“He is an acquaintance of one of these subjects,” Chicago Police Cmdr. Kevin Duffin said of the victim. “Apparently, they met out in the suburbs. These subjects then stole a van out in the suburbs and then brought him into Chicago.”

The victim was treated and released from the hospital, police said. He is with his parents.

An investigation continues.

She can try, but nobody is going to buy what she is selling anymore. When you play "kick the autistic" in IRL, and add bona fide racism into the mix, for countless people to see for years to come, no sane person will entertain her claim. Like I said before, black people seem to be the most pissed about this. Either because it further discredits the BLM movement or because they generally hate the the 30 minutes of racially induced torture afflicted to a genuine "slow in the mind".
 
I'm asking you because you're in law. How is hate crime legislation applied here. Is it still a hate crime based on disability if they only targeted him because he was easily missled?

It's a fairly new area of law, but generally the motivation should be animus against the class. The animus against race is blindingly obvious, and doesn't need to be inferred. The perps explicitly stated their racial motivation. If they just picked a disabled person as an easy target of opportunity, it might not be a hate crime (for that reason). A smart prosecutor would go for both, although the racial motivation is much easier to prove.

Not going after it for fear of rioting is idiotic. If you do that, they'll eventually just riot for the fuck of it because they know you're too weak to do anything about it.
 
For those that know about the pecking order, how are inmates that got in for attacking or otherwise harming the disabled seen by the rest of the population? I know that crimes against women, children, and the elderly are seen as especially vile, but how do crimes against the disabled stack up?

It depends on the race of the disabled person, from what I've heard. Sometimes it will make you look like a coward that won't fight a fit person, though. It could be seen as the same thing as an attack against a child

You don't happen to know, offhand, how Illinois's law modifies the sentencing if the crime is already higher than a class 3 felony? I'm obviously not googling the right thing and am lawyerspeak illiterate - I can find the statute quoted earlier but I don't think I'm finding what I want.

A small fine or restitution doesn't seem to be a big deal. Well, $1000 is enough to buy hundreds of Detroit houses....

There's no doubt in my mind the media has its hand in this. Like how both CNN and MSNBC would make a case where cops and who not were guilty of killing young black men like Michael Brown and Treyvon Martin, and on the other side of the coin you have media like FOX News doing the opposite. Don't forget how many people online always tried to put their own 2cents in.

It's unfortunate we can't look at cases mentioned above in a rational matter. No wonder people react so strongly. Because everyone is already emotional, and with the media pimping out these cases like they're pro-wrestling matches then people are going to react in anger at the outcome. Like how people rioted in the cities after the verdicts.

This is sort of what happened in Rotherham. They had stacks and stacks and stacks of evidence of the mass rapes ongoing with children being plied with booze and drugs to make them complaint. Neither the Police or social services acted, however, due to fears of damaging relations with the Pakistani Community as the gang members were Pakistani to a man. They effectively collaborated to turn their backs on a hideous, heinous crimes against children as young as 13.

It actually took some UKIP councillors to report this horrific crime to the wider public and the government response was brutal.

The council were not allowed to run any service they provided None. At all.

The day to day operations were handed to (apparently sane) Commissioners sent by the then Communities secretary, Sir Eric Pickles.

The Home Office ordered the police to arrest the gang members which they sheepishly did while the head of the (now badly disgraced) Police force resigned in a sword-falling exercise because there was a remote chance of charges being filed against them.

This was all back in 2013. Even now, some four years on, Rotherham doesn't run the majority of its own services and has only just seen a recommendation through to hand back licensing laws to local control, which will give them the majority of powers back.

Shockingly no riots, even the pakistani community wondered what the flying fuck the local government was up to by not going after pedophile dickheads. Indeed, it's lucky the police got to them before angry fathers did.

Exactly, yet most Black people are dumb enough to believe in some "people of color" coalition, especially with Hispanics. No such thing exists. It's everyone for themselves, and it benefits Asians and Hispanics to be on the White side since Blacks have little to nothing to offer, even if we were by-and-large well-behaved.

That part always gets me - everyone just assumes that white people are racist, but at least here in the Southwest (don't want to get too detailed), I've noticed that Hispanics, Asians, Indians and Natives are way more racist against blacks than whites are. But that never gets mentioned, for some reason.
