(CBS) — Four people are in custody after a live-streamed video of a duct-taped man appearing to be tortured.

Police say the man victimized in the broadcast is a special-needs person who had been reported missing from a suburb.

In the video, believed to be from Tuesday, the victim’s clothes were cut, he was peppered with cigarette ashes, and then his hair cut with a knife until his scalp bled. Several people can be seen laughing and eating as the attack is going on.

“It’s sickening,” Chicago Police Supt. Eddie Johnson told reporters Wednesday evening at a news conference. “It’s makes you wonder what would make individuals treat somebody like that. I’ve been a cop for 28 years, and I’ve seen things that you shouldn’t see in a lifetime, but it still amazes me how you still see things that you just shouldn’t.

“I’m not going to say it shocked me, but it was sickening.”

The incident took place Tuesday in an apartment on the 3400 block of West Lexington on Chicago’s West Side, police said. Officers found the victim wandering the neighborhood in an obvious state of trauma, and it was later that authorities drew the connection with the disturbing Facebook video.

“You hear the narrative that police are backing down and not doing their jobs. This is a perfect example of them doing their jobs,” Johnson said.

Four people — two adult males and two adult females — are now in custody, and criminal charges are expected. Three are from Chicago, and a fourth was from northwest suburban Carpentersville.

“He is an acquaintance of one of these subjects,” Chicago Police Cmdr. Kevin Duffin said of the victim. “Apparently, they met out in the suburbs. These subjects then stole a van out in the suburbs and then brought him into Chicago.”

The victim was treated and released from the hospital, police said. He is with his parents.

An investigation continues.

The cases are only superficially similar. They didn't "rape him with a coat hanger". They also didn't call him a nigger while it was happening, or chose him as a victim specifically because he was black. See, this is a case of kids being stupid and a prank going too far

Basically the three white guys hung out with the black guy and treated him as a mascot they would humiliate him from time to time for their amusement. Obviously this is terrible but the victim still felt they were his friends and never reported them until this incident because he didn't want them to get in trouble.

Yes they used racially charged language at times but for fuck's sake they did shit like making him sing the moonman song and jokes about watermelon. They are not skinheads who go ARGH NIGGERS LETS CURBSTOMP THEM they are dumb edgy kids. And the victim's father himself said so, that they are not racists and were just making dumb jokes.

Now as far as the sexual assault, it's inexcusable. They decided to bully him and inserted a coat hanger up his ass. Again, though, they didn't do it because he was black or because they wanted to hurt him, they did it because it was funny. Well, that and because I highly suspect that the ringleader is a repressed homosexual because he apparently has a history of rubbing his dick on other men or doing other sexually charges shit like that to (white) people.

So yeah superficially the cases are similar, but the actual circumstances are completely different. And yes I agree the expected sentencing seems way too lenient but I'm not an actual law expert so I'd ask someone like @AnOminous to weigh in and tell us what kind of sentences acts of bullying with sexual components usually get before commenting on that.

Notice I said i sentencing, because he's not getting sentenced for another month.

This is one of those times where I wish checks and balances would do its job, but it wont. In a way, I like to think that the eruption of Yellowstone Park is the "back burner" for all the little things that fell through the cracks.

Situations like this are why "hate crimes" laws are a bad idea. There are situations where crimes are utterly vile without race actually being a major factor, and arbitrary statutes just jacking up sentences without the input of a jury make no sense. There are cases like this, for example, where race does not appear to have been a major motivation, but where the motivation for the crime, the continued nature of the abuse, and the final action that resulted in conviction is so utterly reprehensible that the sentence should reflect the severity of it.

Diverting attention onto whether it was a "hate crime" almost guarantees that cases like this will end up found not to be a hate crime and found not to be deserving of the enhanced sentence, even though the actual vileness of the crime deserves a sentence enhancement.

Also, black people just end up in criminal court facing sentencing more often. Any statute that tends to jack up sentences arbitrarily will, inevitably, hit black people harder. Prosecutors ALWAYS use ANY statute they can to jack up their stats. They get graded on them, basically. I don't know how many times I can fucking say this.

(I'm not bitching about prosecutors, either. They SHOULD pride themselves on their conviction rates, the sentences they get, and whatever. It's literally their job to be monster attack dogs.)

And remember, black Americans represent approximately 13 percent of the population, while whites represent 62 percent of the population, which makes the statistics even more disproportionate.

If you add in assaults and other violent crimes, a white person is 25 times more likely to be assaulted or killed by a black person than the opposite.

There is a real issue of racial violence in America, but it's black on white violence emboldened by the media and politicians and academics who keep screaming that whitey is the evil and keeping the black man down.
