I think it's true that Destiny does it without outright threatening people because he needs plausible deniability. I think Destiny does things on a much more subtle level and allows most of his threats to be inferred. I think he's aware of it, though. When he makes big public spectacles of his falling out with people, he's basically giving his Footsoldiers a warning, even if he isn't directly threatening anyone. And when he applies it inconsistently, he keeps people on their toes so they don't really know where the line is.
