One possibility is if the shooter is using subsonic ammo, it's much quieter than supersonic ammo, but doesn't have as much powder. In my Ruger 10/22 (semi-auto .22 Long Rifle) if I shoot subsonic ammo, it doesn't have enough recoil force to properly cycle the bolt and load the next round so it essentially becomes a "bolt action" rifle since I have to manually slide the bolt back to eject and load the next round. Add in a suppressor with subsonic ammo and you might have to tune the gun in some way for it to work properly.I don't know if it's some kind of homebrew gun, improperly cared for, he's limp wristing it or something that's causing it to foul up or not fully push back the slide. It does have some sort of suppressor on it but it's impossible to tell what through the grainy footage.
