Seems like a kind of legal phrasing used to protect against some sort of legal liability. Theoretically if someone was trans and put through "gender affirming care" before puberty they would be able to play.
So in other words, they didn't actually ban trannies, just AGP hons. "No obvious dudes, but if your penis is feminine enough you can still play."
I don't like the perverse incentive this creates for Troonchausen by Proxy parents to troon their kids out even sooner.
In addition to what @Breadbassket said, you also have to consider that they have butchered the definitions of man and woman. So it's a good catch-all term.

Going through puberty as a male. Even if they want to say they are a woman now, they can't change the past, it's why they are so desperate to pump kids full of puberty blockers.
But that's why it really isn't a win. If this becomes the line from other sporting organizations, then by their own logic transgender activists could justifiably insist that underage transition is necessary for athletes to not be discriminated against.

I think calling it a misunderstanding is being too generous. They're deliberately fence sitting by refusing to outright ban all men from women's sports.

This is absolutely my problem too.
The number of trannies who actually had their puberty blocked is relatively low. It’s about 1,000 kids a year which (to be clear) is 1,000 kids too many, but not enough to affect sports, especially since they aren’t all male (females might even be the vast majority of victims at this point). Especially with all the adverse effects that puberty blockers have on development, these kids, even the males might genuinely be at a disadvantage against females who went through normal female puberty.
