The first step to passing an amendment requires a two-thirds majority vote from Congress in both the House and the Senate. The President has no say in this process, and passing an amendment to the Constitution's the only possible way to get this done without abolishing and replacing the US government entirely like the French did in '58 when their government was a dozen years old and in a greater state of internal chaos than the US has been in since Lincoln.

It's no exaggeration to say @Marjan Šiklić's "government girlfriends" program is more likely to see two-thirds Congressional approval. For a political pundit to either not know or deliberately ignore this is tantamount to an engineer tossing out the Laws of Thermodynamics.
