i don’t think it’s that difficult to familiarize with 3-4 executives. It would ensure you succeed. Brian could have been hungover, woke up with the flu, pulled into an important conference call at his room, decided to Uber, etc. Relying on just one guy to show up is risky when you’ve spent months minutely planning and prepping. You don’t plan like that and rely on a single point of failure.

Even in a state where suppressors are legal, they're NFA items and most people don't want to jump through the hoops to get one. Their only opportunity to use one would be borrowing a suppressed gun from a friend at a range/in the woods, and the friend wouldn't let them install the suppressor themself so the average person wouldn't know that they're not plug and play with any kind of gun. I would guess the shooter bought one of the "solvent traps" having never used a suppressor before, maybe never practiced with it because he didn't want anyone to know he had it.

He absolutely tested the build at a minimum and practiced clearing the failure to cycle and requiring his target.

Even using mid stuff you can make rifle suppressors that'll last over 50 rounds. Or so I've heard from the voices in my dreams. Nowhere near as good as manufactured ones, but if your goal is to fire half a dozen rounds and nothing else it doesn't matter too much.
