Frank isn't for everyone but even his harshest critics have to admit he was excellent this season. His bit worked really really well with Alex and Burt he was able to even get Binx and Payton to be active for the only time during their stay in the tank. Production also seems to have a really good gauge as to how much Hassle is too much Frank Hassle, let him come in raise hell into a crescendo and then have him leave. This aspect is what I admire most about Frank's time, and it highlights how awful the amount of time fatty is kept on the show is.
Depends on what you mean by excellent. The Frank Hassle we’ve seen this season is the same he’s been from the others seasons. It’s the same rehashed thing over and over again. In the case of wild randy with Alex and being Burt’s lover he did well in making content, but I don’t think that’s because of his personal skill. You could do any gaslight with Burt and Alex and they’d fall for it. They were extremely easy to manipulate and their reactions were usually golden no matter what. Even in these heavily favorable conditions he rushed through both the wild randy reveal and the reveal to Burt, although one could argue those were both faults of wigger overreach.
So outside of those two examples in which Frank was basically hassling on easy mode, what did he really do? He made the Fish rage, he would get shoved, and occasionally he would get punched. All of these things have happened in previous seasons. All of these things had no lasting impact. He also fell down one time, but again this has happened in previous season. It’s the equivalent of a rerun episode. Some might argue he made Fish leave and that has to count for something, but making Fish leave is a breeding ground for nontent and show stagnation.
Frank has actively taken away from the show and has derailed things completely. As production you cannot introduce an extremely hostile force, be incredibly biased towards said force, and then expect the Fish to go back to normal after that force leaves. Either the Fish will all bond together because of Frank, therefore derailing any previous sense of tension present within the dynamics between Fish e.g. Simbal went from being a major antagonist to barely being thought about, or the Fish will just go completely silent to avoid further harassment and to preserve their energy. There is no win condition.
He’s excellent at pissing the Fish off, but are the payoffs and risks worth it? does pissing the Fish off even lead to decent content when compared to other less aggressive methods? When the Fish are happy they are unpredictable in their reactions. Pissing the Fish off will almost always lead to the same stuff, regardless of personality. Unaffected, punch, push, yell, or leave. Hassle is too limiting and the content he makes comes at the cost of long-term show quality.
