He appears to be representing his mom with the actual mother of the character Sunburst from MLP:

So many questions keep coming up the more Timmy powerlevels. How exactly did Timmy become disabled? What happened to Dadsburst? Why did he leave the family? Does Stepdadsburst know what kind of content Timmy is making in his videos? Well Timmy seems to have not had the best childhood given that something caused him to become disabled, implying he wasn't always a cripple, perhaps an accident? Whatever this event was, it was what prompted Timmy to study philosophy and dedicate himself to answering the big questions challenging mankind, like whether or not it's ethical to rape animals.

He also implies he was bullied a lot in high school, especially by black kids, which is why he is racist against blacks and has an "implicit bias" against them.

Describing his mother as "devouring" would make sense if Timmy is crippled to the point where he is basically completely dependent on his mom and step dad. I get the impression that Momsburst is indifferent to Timmy's autism (the way she sounds on streams to me kind of indicates that Timmy spergs out like that often and she's used to it at this point), although I doubt she knows what's actually going on, unless of course, Timmy is foolish enough to tell her how big YouTubers like Turkiye Tomnaz are making videos calling him a degenerate pedophile.
