I kind of doubt it. She's done nothing but reject Talbott and Coltroon with every one of their attempts. They'll talk, but any time they've tried to inject anything sexual she btfo's them.

Probably a combination of both. Doesn't bother to check in on her, and when she does she doesn't bother to take care of her and be a parent.

If I were to guess it's more likely that her mother has demons of her own and is struggling to take care of herself, rather than any malicious reason. Sadly some people are just born with more burdens than others. I hope they can both find peace one day.
