It was explained to me by a person familiar with how these countries operate, getting a citizenship in Saudi is very difficult even for people who were born there.
He could've been born there, but doesn't hold citizenship nor has a "real ID", they are known for issuing temporary ID's for work, if anything, to these "lower tier" citizens.
So the fact he was born here does not mean he is actually holding a saudi passport. But we'll see as the story updates.

I'm not familiar with the topic to discuss this with you, I posted what i've been told thinking it could bring some information to the table, coming from someone who lives in these regions.
Afaik kids born to Saudi father can get citizenship, not the other way with women.
