It was explained to me by a person familiar with how these countries operate, getting a citizenship in Saudi is very difficult even for people who were born there.
He could've been born there, but doesn't hold citizenship nor has a "real ID", they are known for issuing temporary ID's for work, if anything, to these "lower tier" citizens.
So the fact he was born here does not mean he is actually holding a saudi passport. But we'll see as the story updates.

Even if he was a Saudi Citizen, I don't see a reason as to why he would leech the German government for handouts when the Saudi government already pampers them with handouts. Not to mention the handouts given are so much better.
