While researching the surname "Bitingingwa" I first restricted the timestamp of acceptable results so I wouldn't get flooded with the recent news, then ended up here, finding an individual named "Kiza Bitingingwa":
Then here:
"Went to Centre Scolaire Congolais de Bujumbura"
So it's a "scholarly center" that's in Burundi but both the name and the street it's on (Avenue de la R.D. Congo) both refer to the Congo, specifically the DRC. Here's another document with a "Gabriel Bitingingwa" that seals the deal:
OUR NIGGA IS FROM THE CONGO, RAPE CAPITAL OF THE WORLD. IMAGINE MY SHOCK.

Always a good read, and it hits the same notes as the "confessions of a public defender" article. Shame accounts like these are relatively hard to come by, though. At least ones that don't just equate it all to racism and oppression.

I remember once reading the African Notebook by Albert Schweitzer, an internationally-recognised humanitarian, who was by no means a racist, but his book has a lot of interesting accounts of Africa.

Laziness and an inability to build. I believe the prior context is that they had traded a piece of paper with a trading post, detailing work that they had done, for goods; they obviously saw this as some kind of magical sheet of paper that compelled others to give them things, instead of a reciept of services. I wonder if this is why pajeets scam so much.
