It only applies to making, selling, importing, possessing, or exporting it, which excludes the internet. Unfortunately, the punishment is basically a slap on the wrist even if they are caught. It's at least 6 months in prison (almost never more than 2 years), or a fine of what amounts to less than $80 at most. If minors are involved, it has to be at least one year, but it's still an incredibly short sentence.
