Greenland being a Virgin Islands for Americans to winter vacation would be ideal. There really isn’t a lot needed to make this happen, you can literally just build a tourist city away from the “natives” and leave them alone and just reap the benefits. Take a page outta Russia's playbook and set up a homestead program, aim it at the socialists via communes or coops. If they go out and claim a plot of land for a commune, and develop it and live on it for five years, the land rights are transferred for free to the commune.
