I've been having theories about Luigi and what are his real motives and some of the reasons he seems so calm right now. He's a CS graduate who wanted to do AI. Recently, O3 from Open AI came in and it crushed and 10x several benchmarks. As many people in the field saw, the future seems to be more and more AI driven. The chances that society as we know it will stay the same if the "AI intelligence explosion" happens will make it very unlikely prisons and the justice system will stay the same.
(AI intelligence explosion is when, basically, AI gets smart enough to do research on itself to become smarter and most of science becomes "solved" with more compute)

I think this points to a motive. If he can make society better before the technocrats and oligarch get their hands on the tech of ASI, he can make a much better society than if AI was just another tool to expand the gap in societal injustices by doing mass layoffs with no compensation for high-skilled work, creating literal cyberpunk.
