Does Mallon Place have some sort of curfew? Also, I think @WonderWino brought up that a place like Mallon Place is probably supposed to be a sober house. Curfew is at 11pm and the residents are supposed to be in their room at that time. Due to bad management employees don't stay.. Take note Mallon is supposed to have a Med Tech administering/keeping track of the meds but they have an aide doing meds. Mallon does not have sufficient staff to adequate supervise the residents. Since the time the Creeper was placed there- I don't think he's has ever mention anything about Mallon being a sober facility.

That sounds like a serious license violation. The state is supposed to be very strict about who is allowed to distribute meds. Shit I had times when I wasn't allowed to let other staff members near the cart thing they used when giving them out, let alone having anybody except the licensed med tech handing out anything.
