He received criticism for both of these videos for downplaying the issue and for claiming that America didn't have enough qualified individuals domestically.

The real problem was his response to that criticism, where he claimed people just didn't understand him. If you look at his most recent video on the topic, the comments are overwhelmingly negative. Many people are calling him a fraud and a grifter who thinks he is smarter than everyone else.

Tarl does this a lot, where he tries to reconcile mutually contradictory positions within a seemingly more moderate position that is actually just one of those initial positions rephrased to be more palatable for the other side. All the while he is extremely smug and assumes this holier-than-thou manner of speaking, like he is talking down to the unenlightened.

In this case, he's more or less accepted the basic claims of Elon and Vivek, but offers an "alternative solution" that tries to shift attention away from H1B visas. He doesn't even address the point many critics have made that H1B visas often include jobs or careers that are not technical, or that this "labor shortage" within jobs requiring highly qualified skills is a manufactured crisis.
