Europes issue isn't exactly "We produce too much and have to export it away when we need it most", its very much "We need to import this gas to use right". Storage isn't completely useless, but its pretty impractical to import Norwegian natural gas into the mainland, then pipe it out to Ukraine, only to pipe it back right away to heat Germany. And I doubt Storage concerns have been the key limiter to these European countries spinning up more domestic supply.
