At a minimum, this dude spent most of the last 2 decades kicking doors and training Iraqis, Afghans and Syrian rebels (and probably retarded Ukrainians) how to fight effectively, organize, gather intel, communicate and among other things, build IEDs.

Green Berets are not all trained in explosives even if they are "Special Forces". Their main role is to assist local forces in sensitive areas (think the Kurds in Syria). And seeing his work experience he most likely didn't know much about bomb making.
