PoFV is actually one of my favourite games, the issue I do have with 19 is that it's a broken and unbalanced mess. As well as the lack of more characters i wanted to see.
The problem with adapting the series into a watchable format is simply because it would result in each game being treated like its own episode. You can have all of the plot points, have the characters interact with one another on the exact dialogue pieces, and it would result in being complete since the games don't really have much to themselves as it is.
I feel like you could do a longer adaptation for one of the mainline games (about 6-8 episodes) in order to introduce characters, world and lore, alongside a satisfying combat scenes.
Question being, at least for me, which entry you think would be a better fit for this?
There technically is one already, that covers most of the games like an anthology of sorts, and it's fully fan-made. And this is the animator's Xitter account, they seem to be rather inconspicuous but apparently the newer episodes have some "WLW" stuff into them, but I haven't watched it to know for myself yet. As to what I would like to see, anthologies like Memories of Phantasm is what I'd prefer so that people could enjoy all of Touhou instead of just one specific game.
A few days after the January 6th capitol stuff some english touhoutwt tried to make a huge deal about the animators retweeting "right wing shit", I don't really know if they always disliked MoP but the opinion among the queers has decidedly become more negative on it since (and they always complained about the fanservice). I haven't seen anything about the newer episodes putting in more "WLW stuff" but I doubt it would flip their stance on the series.

There's only quite a lot you can do with those same stories that you end up with something like MoP, a fan series conceptualized back in 2011. And in all of that time it only went up to Subterranean Animism and/or Hisoutensoku in terms of character variety. Not only that, but even having the episodes cover only the events of the games end up with a 6 episode long series.
That's why they took three to four episodes to cover one game each with some other things in-between since I'm under the impression that they didn't really have a game plan other than "just adapt the games." If you wanted to bring Touhou on the big screen, I would rather ZUN work with a studio to craft up a unique incident for the occasion like he did for the fighting games with Tasofro.
I think the problem is that the games mostly have very little stakes, or narrative conflict, they're mostly slapstick or gag manga materiel. And while Touhou does have two concurrent story arcs that have stakes and conflict, the problem is those are the Hell and Moon storyline, where are sprinkled across games, books, and periodicals over the course of two decades.
Hell until LoLK we didn't even have a plausible suspect for who was running amok in the Lunar Capital before the events in SSiB. I think an adaptation of Touhou would have to change a lot and probably wouldn't be in the SoL status quo spirit of Touhou, but it would be possible.
Also there are just a lot of characters, a lot of which don't matter or don't even get involved in incidents they should, mainly for the sake of the plot, and that type of problem will become more noticeable when not in a game.

At Touhoufest, one of the cosplayers, Nazucos, there managed to encounter her stalker who ended up being a 14-year-old. Turns out he also brought his mom to the event and asked her to talk to Nazucos for him. Unfortunately for him, Naz was also working for them at the time and he got banned.
Somehow he didn't get the message and continued to bother her, even during Thanksgiving, which you'd think he'd at least be civilized enough to understand that he should stop being a little fag and quit obsessing over a woman almost twice his age for that day.
After getting tired of his spew of shit, Nazucos eventually sent him (sent to his mother more likely) a cease and desist. As of now, nothing new has come out about the retard-child.
Moral of the story: Don't let your kids have unrestricted internet access. Or just beat them. Either works in this case.
