I thought Madoka was really popular on Tumblr, especially with the SJW crowd? (And I say that as a big fan of the Yuri undertones in Madoka) I dont think there's any really "canon" lesbians, besides maybe Homura in that show.Yep. If all these bisexual teenage girls want representation so bad you'd think they'd be all over shit like Madoka or Utena since they have canon queer characters who are teenage girls (thus even more like them than grown men), but of course that's not what it's really about.

KyoSaya is basically canon as of rebelion and Homura has been word of God confirmed as being in love with Madoka. In the tumblr sphere it means writers of shows hinting/joking about romance between two same sex characters to attract LGBT audiences but never make it canon. The word gets thrown around A LOT.
