This conflagration is a disaster on many levels. And we haven't even seen the worst of it, sadly. As bad as the fire is now, rebuilding will be at least as bad. For example, wonder how many schools have been destroyed. Don't believe any hospitals have been lost, but am quite sure many medical offices are gone.
Rest assured we taxpayers will need to bail out the insurance companies. No way can they cover the losses. Reinsurance won't be nearly enough. Even if regulatory requirements have been loosened at the state level, building permits tend to come at the city level. How will city permit offices handle the deluge of people applying for permits? And where will all the code inspectors come from to inspect the work? Can't just pour them out of a box.
Suggest we look at how the Germans rebuilt cities destroyed from the air during WW2. This is the closest to what's happening now, where localities with a reasonably modern infrastructure were bombed and burned.
Having said all this, believe Newsom's dreams of the Presidency are through, and Bass' political career is also through. We're going to be watching all this drama for some time to come. Use of Leaf Blower Is Prohibited in L.A. County Until Further Notice
The fires, coupled with strong winds, have severely degraded air quality by releasing hazardous smoke and particulate matter, posing immediate and long-term risks to public health.
Additionally, the fires have caused widespread displacement of residents, prompted emergency evacuations from healthcare facilities, and disrupted vital health services and resources.
To help protect the health and wellbeing of residents, the use of power air blowers, including leaf blowers, is prohibited until further notice. These devices stir up ash and particulate matter into the air, further worsening air quality and increasing health risks for everyone and their pets, particularly for those with respiratory conditions, older adults, children, and other vulnerable populations.
The order applies to all areas of Los Angeles County due to the widespread presence of ash and particulate matter in the air throughout the entire region.
Harmful effects of bad air quality
The following recommendations will help protect you and your family from harmful effects of bad air quality:
- If you see or smell smoke, or notice particles and ash in the air, stay indoors to limit exposure, especially if you have heart or lung conditions, are elderly, or have children.
- Keep indoor air clean by closing windows and doors. Use air conditioners that recirculate air to filter out harmful particles.
- Wear an N95 or P100 mask if you must go outside in smoky conditions for long periods of time in areas with heavy smoke or where ash is present.
- Avoid air conditioners that only bring in outside air and don’t recirculate. Check and replace air filters regularly. Filters labeled “MERV13” or higher are most effective for removing smoke particles. HEPA air purifiers can further reduce indoor particles.
- If it’s too hot to keep windows and doors closed and you don’t have an air conditioner, go to a public place like a library or shopping center to stay cool and protect yourself from harmful air.
- Avoid using fireplaces, candles, or vacuums. Clean dusty surfaces with a damp cloth and don’t smoke.
- If you experience symptoms like severe coughing, shortness of breath, wheezing, chest pain, palpitations, nausea, or unusual fatigue, contact your doctor or go to urgent care. For life-threatening symptoms, call 911.
- When smoke lingers, fine particles may build up indoors even if you can’t see them. Masks can protect against larger particles, but most don’t block fine particles or toxic gases, which are more harmful.
- Practice safe clean-up following a fire. Follow the ash clean-up and food safety instructions at publichealth.lacounty.gov/media/wildfire.

DECLARATION OF A LOCAL HEALTH EMERGENCY DUE TO IMPACTS OF CRITICAL
FIRE EVENTS AND WINDSTORM CONDITIONS IN LOS ANGELES COUNTY
WHEREAS, significant fires have occurred within Los Angeles County, which have resulted in
widespread damage to property, disruption of services, and potential immediate and long-term
health risks to the residents of our community; and
WHEREAS, the Department of Health and Human Services has issued a Public Health
Emergency Declaration in response to the fire, recognizing the substantial risk to public health
in the affected areas; and
WHEREAS, the fires have caused hazardous conditions including, but not limited to, significant
degradation to air quality due to massive amounts of hazardous smoke and particulate matter
being introduced to the ambient air, displacement of thousands of residents, emergency
evacuation of patients from nursing homes and long-term care facilities, and disruption of
access to critical health services and resources;
WHEREAS, California Health and Safety Code Section 101040 authorizes the Local Health
Officer to take any preventative measure that may be necessary to protect and preserve public
health from any public health hazard during a declared State of Emergency and Local
Emergency;
WHEREAS, on January 7, 2025, Governor Newsome issued Executive Order N-2-25 that
proclaimed a State of Emergency pursuant to the California Emergency Services Act within Los
Angeles and Ventura Counties regarding the Palisades and other Fires and Windstorm
conditions;
WHEREAS, on January 7, 2025, the Chair of the Board of Supervisors declared a State of Local
Emergency pursuant to Chapter 2.68 of the Los Angeles County Code due to the conditions of
disaster and extreme peril due the Critical Fire and Windstorm events experienced in wide
areas of Los Angeles County;
WHEREAS, the California Health and Safety Code, Division 101, Part 3, chapter 2, commencing
with Section 101075 confers upon the Local Health Officer or the Director of Environmental
Health of the political subdivisions of this state emergency powers necessary to protect public
health and safety;
WHEREAS, section 101080 of the California Health and Safety Code, states that the “Local
Health Officer or Director may declare a local health emergency in the jurisdiction of any area
thereof” affected by hazardous waste which is an imminent threat to the public’s health;
NOW, THEREFORE, A LOCAL HEALTH EMERGENCY IS HEREBY DECLARED, in the areas of Los
Angeles County.
IT IS THEREFORE ORDERED:
1. In an effort to limit the health impacts of fire ash, smoke and particulate matter caused
by the Critical Fire Events and Windstorm conditions, the use of power air blowers, such
as leaf blowers, is prohibited until the County Health Officer determines that fire
recovery conditions have progressed to a point, where use of air propelling devices will
not negatively impact the health of residents.
