I agree, if it happened it likely wasn't terribly premeditated (e.g., intending to return disguised and harass vs planned murder, there are better times and ways).

Didn't the shooter approach him from behind, shoot him in the back, and then flee on his bicycle? Even if the cctv footage we have is incomplete, the fact the shooter was dressed in that many layers in July suggests he was trying to conceal his identity, something unnecessary if it was accidental or spur of the moment and not premeditated.

Realistically, if he had done it, he more than likely would have been caught.

It’s extremely doubtful that he could shoot a man and escape without pissing his pants and tripping up or stumbling into a couple of patrolling officers.
